Abstract

The subject of studies seeks to identify strategies for good governance that strengthen actions and establish policies to reduce the risk of existing disasters and avoid the creation of new risks in our Canton Manta. Governance for DRR (Disaster Risk Reduction) must overcome reactive action considering that we have an international and national risk management framework and that the occurrence of disasters shows the lack of an adequate response to emergencies.
