Abstract

This research topic focuses on the articulation of multilevel planning between national and local of planning instruments for development and land use, where the problem refers to the fact that 56% of development plans are not articulated at scale. multilevel and 22% do not present alignment with the political objectives and guidelines of the National Plan for Good Living and its National Territorial Strategy, these instruments turn out to be dispersed and misaligned, without the due process of monitoring and evaluation.
