Abstract: This research identifies as the main problem, the slow local development in the territories located in the south of Manabí, due to inefficient planning and the lack of operability in the plans, programs and projects carried out. The main objective of the work is the territorial organization of the cantons of Santa Ana, 24 de Mayo, Paján and Olmedo through its diagnosis, to minimize social inequality and lack of infrastructure, through associativity as a response to the identified problems. Finally, as a result, the benefit of a joint system of development and infrastructure is evidenced, concluding with the elaboration of a network of projects which are raised from the highest degree of operability of the same, concretizing the preliminary project of a corn and coffee collection center.
