Abstract: | Social spending in Ecuador is directed to areas such as education, health, housing, labor and welfare, all of these components have an impact on the quality of life and citizen welfare. This study analyzes social spending in Ecuador during the period 2007-2017 and its impact on poverty reduction, through a descriptive analysis of bibliographic nature, for which a mixed approach and research techniques such as interviews were applied. The main findings determine that, as of 2007, the State is given a more active role within the economic social scaffolding and a model of good living enshrined in the 2008 Magna Carta focused on human beings and their needs is implemented. As a result, social spending between 2007-2017 increased by about 250%, social spending mostly in areas such as education and health. During the period under analysis, a series of social programs and policies were implemented, such as the Manuela Espejo Mission, construction of children's centers for good living (CIBV), construction of millennium educational units, strengthening of hospital infrastructure, among others. All these initiatives were the basis for poverty levels to be reduced by about 15 percentage points between 2007-2017. Thus, denoting the impact that social spending has on the quality of life and access to public goods by society. |
Description: | El gasto social en Ecuador está direccionado a áreas como educación, salud, vivienda, trabajo y bienestar, todos estos componentes tienen impacto en la calidad de vida y bienestar ciudadano. En el presente estudio se analiza el gasto social en Ecuador durante el periodo 2007- 2017 y, su incidencia en la reducción de la pobreza, mediante un análisis descriptivo de índole bibliográfico, para ello a la par se aplicó un enfoque mixto y técnicas de investigación como la entrevista. Los principales hallazgos determinan que, a partir del año 2007 se da un rol más activo al Estado dentro del andamiaje económico-social y se implementa un modelo de buen vivir consagrado en la carta magna del año 2008 centrado en el ser humano y sus necesidades. Razón de ello el gasto social entre 2007-2017 se incrementó en cerca del 250%, gasto social destinado en mayor parte a áreas como educación y salud. |
