Abstract: In the complex fabric of contemporary organizational management, the effective administration of Human Talent stands as the central axis for the progress and sustainability of institutions. In this context, the present research work delves into the in-depth analysis of the use of digital systems to promote access to data of officials from the Human Talent department. In this sense, the following is proposed as the topic of this case study: Digital Information System for Access to Data of the Human Talent Department of the CNEL in Manta, Ecuador, during the year 2023. The fundamental interest that drove this research originated in the convergence of two powerful trends: the growing complexity of the operations of the Human Talent Department of the National Electricity Corporation, hereinafter (CNEL), and; the urgency of taking advantage of technology to manage this complexity effectively. The need to improve information for human resources management in a strategic entity such as CNEL motivated the investigation of this case. The main purpose of this study was to carry out a comprehensive evaluation, during the period 2023-2 and 2024-1, which made it possible to determine the lack of a good digital information system that manages access to data, which has generated difficulties in the management of information within the Human Talent department at CNEL.
Description: En el tejido complejo de la gestión organizacional contemporánea, la eficaz administración del Talento Humano se erige como el eje central para el progreso y la sostenibilidad de las instituciones. En este contexto, el presente trabajo de investigación se sumerge en el análisis profundo del uso de los sistemas digitales para favorecer el acceso a los datos de los funcionarios desde el departamento de Talento Humano.
