Un enfoque desde la perspectiva constitucional del objetivo 5 del Plan Nacional de Desarrollo en el Ecuador, aplicado en los grupos prioritarios.

Abstract

Throughout the research, several challenges and issues related to the protection of families, guarantee of rights and services, eradication of poverty and promotion of social inclusion in Ecuador were identified. These challenges include the gap between the legal recognition of rights and their practical application, the persistence of discrimination and exclusion towards priority groups, and the persistence of poverty, especially among these groups. Existing legal and policy measures aim to address these problems and promote the well-being of families and priority groups. The importance of comprehensive family protection, economic empowerment, reducing the inequality gap, breaking the poverty cycle, improving quality of life and active participation in society is recognized. However, emphasis is placed on the need for effective implementation of these measures, adequate allocation of resources, sensitization and training of relevant actors, intersectoral coordination and improvement of infrastructure and access to basic services. It also highlights the importance of addressing the structural causes of poverty, promoting the active participation of priority groups, and continuous evaluation and monitoring of the policies and programs implemented. In summary, the research reveals the importance of addressing the existing gaps and challenges to fully achieve the objectives of protecting families, guaranteeing rights and services, eradicating poverty and promoting social inclusion in Ecuador. Specific recommendations are offered to improve the implementation of policies and programs, promote equal opportunities and improve the living conditions of priority groups.
