Abstract: Tourism planning is the basic requirement for the development of tourist activities, on the one hand, it ensures the correct integration of tourism with the local economy, society, culture, and environment; on the other hand, it ensures that tourism activities fully satisfy consumers. In an increasingly competitive tourism market, planning is essential, and the basic elements of its viability are often understood as the process of determining the goals and means necessary to achieve them. The current investigation consists of verifying if there is articulation between national tourism planning from the central government to the sectional governments, specifically of the Manabí province, the Manta canton and its two rural parishes, San Lorenzo, and Santa Marianita, since, from the State should design the roadmap for the other territorial entities. The approach to be used in this project is quali-quantitative, the research is correlational, and the methods will be deductive, inductive, descriptive and descriptive. In effect, the research project identified that there is no corresponding articulation between national planning and decentralized autonomous governments, since decentralized autonomous governments prepare their PDOTs and do not have a specific focus in the National Tourism Plan.
Description: La planificación turística es el requisito básico para el desarrollo de las actividades turísticas, por un lado, asegura la correcta integración del turismo con la economía, la sociedad, la cultura y el medio ambiente locales; por otro lado, asegura que las actividades turísticas satisfagan plenamente a los consumidores.
