Abstract: Tourism constitutes a dynamic activity in global capitalism and in the contribution to the wealth of nations due to its link with other economic activities that favor the impulse of the productive sectors. Empowerment has been extensively studied in sciences such as politics, education, psychology and gender studies. Through individual empowerment and collective participation, the community makes conscious efforts to find and discuss problems, as well as to determine what their solutions are, implement them and evaluate their. In this way, political, social and economic changes are achieved in favor of the population and local development. Tourism empowerment is considered a multilevel phenomenon, related to individual, organizational and community interdependence. This refers to the awareness in which people consider taking control and power over tourism, as one of the aspects of their lives. In this sense, people become aware of their own ability to generate changes from their individual actions or those related to groups, through which the participation of the members of a community is sought in order to establish solutions to their problems. problems, make decisions, implement actions, and evaluate associated ideas. The general objective of this work is to analyze the level of relationship between the perception of tourist training and tourist empowerment in the urban parishes of Manta. For the development of this study, a quantitative, field and correlational research with a non-experimental design was adopted. The unit of analysis for the research is the urban population of the city of Manta, which comprises 217,553 inhabitants and a sample of 415 participants. For data collection, the survey technique was used. the data obtained were analyzed in the statistical program SPSS. Among the results, a low level of competence in the use of the English language and knowledge about natural and cultural heritage was found, as well as low participation in tourist training processes. Weak positive relationships were found between the variable touristic empowerment and perception of tourist training, and their dimensions, except for the dimensions of social and psychological empowerment. It is concluded that the perception of tourist training affects tourist empowerment. This fact implies that, to a higher degree of training, the population has greater empowerment. It is recommended to implement educational and tourist training policies for citizens.
