Abstract

This study was conducted at the Paquisha Fiscal Educational Unit in the Manta canton of Manabí province. Its objective was to strengthen the skills development of administrative staff to ensure access to accurate and understandable information. Several problems were identified that directly affect information management, such as a lack of training, the use of informal channels such as WhatsApp, and limited technological infrastructure. It was also found that many workers perform multiple functions without proper training or adequate knowledge, which led to stress and errors in data communication. The methodology used for this case study was qualitative, with a descriptive-explanatory approach, using interviews with administrative staff and an observation guide to collect data directly. The results show the need to strengthen both soft and hard skills, especially in communication, organization, and management of digital tools. Therefore, a solution is proposed that consists of the creation of a participatory educational information model, which integrates technical data verification and the active participation of a committee to review and improve the information shared. This study can serve as a reference for future research on skills development and the management of accurate and understandable information. It will also serve as a model for other institutions that face similar challenges in information management.
