Abstract

This case study aims to analyze the impact of information management on digital citizen participation levels, specifically within the Department of Technology and Communication of the Public Company Universidad Laica Eloy Alfaro de Manabí (EP-ULEAM). The research arises from the recognition of information as a strategic resource for transparency, accountability, and the promotion of interaction between citizens and public institutions through digital platforms. The study highlights several issues that hinder efficient information management, such as the absence of formal protocols for content evaluation, outdated technology, poorly trained personnel and the limited updating of digital portals. The methodology used followed a qualitative approach with a case study design, applying techniques such as semi-structured interviews, observation guides, and document analysis. The proposal involves the implementation of an institutional protocol for the prior evaluation of information before its publication on digital channels. This proposal seeks to establish clear guidelines regarding quality criteria, responsible personnel, and content verification mechanisms, prioritizing the usefulness and relevance of the information provided.
