Abstract: This case study analyzes information management in the Financial Directorate of the Decentralized Autonomous Government (GAD) of Jaramijó, with the aim of reducing the digital divide by optimization electronic government. Its main objective was to diagnose the current informational management, identify technological and social barriers, and propose strategies to improve access to and use of public digital information, to promote transparency, accessibility, and administrative efficiency. A qualitative approach was used with interviews and direct observation, detecting limitations such as the prevalence of physical formats, lack of staff training, and deficiencies in technological infrastructure, including the absence of interoperable systems and citizen- accessible. The results indicate that the GAD has the OLYMPO accounting system and local servers but lacks cloud solutions, integrated networks, and effective digital channels for citizen communication. Additionally, the institutional website presents usability problems, and citizen participation in digital processes is low. An Integral Information Management Plan is proposed, including document organization, digitalization, technological training, security policies, monitoring, and mechanisms to encourage citizen participation. This plan seeks to strengthen transparency, improve the quality and access to digital services, and reduce the digital divide, thereby promoting a more inclusive, efficient, and sustainable local government in Jaramijó.
Description: El presente estudio de caso analiza la gestión de la información en la Dirección Financiera del Gobierno Autónomo Descentralizado (GAD) de Jaramijó, con el fin de reducir la brecha digital mediante la optimización del gobierno electrónico. Su objetivo principal fue diagnosticar la gestión informacional actual, identificar barreras tecnológicas y sociales, y proponer estrategias para mejorar el acceso y uso de la información pública digital, favoreciendo la transparencia, accesibilidad y eficacia administrativa.
