Abstract

The National Public Procurement System (SNCP) is in the environment where those involved in the procurement processes for the state meet, in which there are suppliers, buyers and other control bodies, it is regulated by the Organic Law of the National Procurement System Public and it`s respective regulations, which establish the objectives, principles and other norms, which are not fully complied with due to corrupt practices, shortcomings in the legal norm and in the control, evaluation and monitoring processes exercised by the National Contracting Service Public (SERCOP).
