Abstract

The study analyzes Ecuador's special household goods exemption regime, a policy designed to facilitate the reintegration of returning migrants by allowing their personal belongings to enter the country tax-free. Through a qualitative approach involving interviews and document review, the study highlights barriers to accessing the benefit, including overly complex language, unclear requirements, and poor coordination among responsible entities. Although the digitalization of procedures via the SIRCAAM platform has improved the initial process, significant challenges remain during the customs clearance stage , resulting in extended wait times and increased costs. Based on these findings, actions are suggested to simplify the language, improve inter-agency coordination, and optimize the use of technology in goods inspection, thus facilitating a smoother reintegration for migrants.
