dc.descriptionEl presente trabajo trata sobre el debate es asamblea Nacional o Constituyente. Debemos tener en claro que la Constitución de 1998 que feneció el 19 de Octubre del 2008 era determinante en su Art. 1, indicando que el poder soberano radica en el pueblo, ejerciéndola como no podrá ser de otra forma mediante el sufragio. La constitución de un pueblo, es el instrumento por el cual la nación establece las normas para un gobierno común. Al hacerlo la nación deja de regirse por el develo natural, hará gobernarse por el derecho positivo.es
dc.description.abstractThe present work tries on the debate it is National or Constituent assembly. We should have in undoubtedly the Constitution of 1998 that finished October 19 the 2008 was decisive in its Art. 1, indicating that the sovereign power resides in the town, exercising him as he/she won't be able to be in another way by means of the vote. The constitution of a town, is the instrument for which the nation establishes the norms for a common government. When making it the nation he/she stops to be governed by the natural develo.es
