Gestión administrativa del programa “emprendimiento” del GAD Manta, 2024.

Abstract

The objective of this research project was to examine the administrative management of the "Entrepreneurship" program of the Decentralized Autonomous Government of the Manta Canton during the year 2024. The study was conducted using a qualitative approach with a descriptive scope and a non-experimental cross-sectional design. Data collection was carried out through semi-structured interviews and direct observation, using a questionnaire and a checklist as instruments. These were applied to all program staff members, comprising a total of eight individuals. The results revealed that the administrative management of the program is deficient, lacking a defined mission, standardized processes, guiding policies, and a clear hierarchical structure. However, staff were found to understand their roles and main responsibilities. Additionally, there was an absence of incentives or motivation policies, as well as corrective procedures. On the other hand, strengths such as participatory leadership, effective communication, and control mechanisms were identified. It was concluded that the main limitations of the program lie in the absence of strategic formalization, deficient organizational processes, and a limited budget. Consequently, it was suggested to implement a management model to strengthen the organizational structure, improve processes, and promote the sustainability of the program, thereby maximizing its impact on Manta's entrepreneurs.
